Premium numbers have a higher cost to the user. In fact, the phone company is acting as a billing and collection company. There are two types of premium number: local and international. Local premium numbers have usually specific area codes (1-900 in the US, 0900 in many European countries).

Premium international numbers work in the same fashion, but the call is international. Some countries with very high termination costs derive a large percentage of the incoming calls from premium numbers.
