Not every country loves (or even likes) virtual phone numbers. Some, like Cuba just plainly forbid them. Some, like China, allow them, but only for Chinese citizens, and they require identification. Others, like Germany, require a physical address.

Most countries will just allow any company with an appropriate license to sell virtual phone numbers to anyone in the world.
